Thomas Lawson McCall (March 22, 1913 – January 8, 1983) was an American politician and journalist in the state of Oregon. A Republican, he was the 30th Governor of Oregon from 1967 to 1975.

At the time of this 1977 portrait, Tom McCall was invited to participate in a conference where the issues of full employment (Humphrey Hawkins Bill/passed Oct. 1978) were under discussion. He along with Michael Harrington, author of The Other America, and Francis Fox Piven (subject to recent hate speech attacks by Glen Beck and right wing bloggers) spoke about the plight of the unemployed. In this portrait he is preparing for a speech he will shortly deliver before an assembly of several hundred people.
