The portrait of a wino was taken as part of a photo documentary project included for viewing at a national conference held in Portland, Oregon, entitled Wages, Welfare Or What? The show highlighted some of the issues under discussion as it related to full employment, health care and poverty. At the time of the conference, the Humphrey Hawkins Bill, sponsored in part by former Vice president, Hubert Humphrey, was under intense discussion.

The subject shown in this documentary photograph figured in the larger conversation concerning displaced local residents who were forced to vacate to make way for the construction of a parking lot in downtown Portland, Oregon. Tragically, elderly citizens who lived in hotels on the block were forced to move... and sadly one of the great movie houses from the silent era, The Blue Mouse, was torn down. I found this person where he is shown with his bottle with really no where to go. Behind him, looming in the background are the newer buildings of the downtown skyline.
